Chief innovation and Performance Officer Cuyahoga County


Catherine Tkachyk was appointed to Chief Innovation and Performance Officer for Cuyahoga County in November 2017. She leads the Office of Innovation in efforts to implement the County Strategic Plan, improve processes, and foster a culture of innovation. Since Catherine’s appointment, the County has launched Cuyahoga Performance, a county-wide public performance management system on key performance indicators and the Cuyahoga County Innovation Academy that teaches process improvement, project management, and change management techniques to identify and implement improvements and innovations across the organization.

Previously, Catherine worked at the City of San Antonio in various roles. During that time, she oversaw the creation of San Antonio’s first Smart City program, implemented process improvement projects resulting in savings to the City of more than $2 million, and assisted with the opening two pre-schools for the Pre-K 4 SA initiative. Catherine holds a Master of Public Administration from the University of Kansas, a BA in Political Science and Criminal Justice from the University of Dayton and a Green Belt certification in Lean Six Sigma.
